Click Reports > Employees and Payroll > Payroll Summary
Set the date range to the calendar year the form is reporting.
Double click the NJ Withholding total for all employees. box 2 is equal to the total of the Wage Base column.
If the number is wrong then a liability adjustment needs to be entered.

It could be that there are incorrectly setup payroll items. To fix a payroll item -

Click Lists > Payroll Item List/
Double click the name of the item that needs to be corrected.
Make the necessary adjustments.
Your QuickBooks should then prompt you to run a Payroll Checkup, this should be run even if it does not. Make a backup prior to running any payroll checkups. A Payroll Checkup will make necessary wage base adjustments but will not fix the amount of tax accrued. Seperate liability adjusments correcting the amounts can be entered.
