Error 2502. Called InstallFinalize when no install in progress occurs when installing QuickBooks

When installing QuickBooks, the following error occurs:

Error 2501.  Called InstallFinalize when no install in progress.


Why this is happening
  • The System Windows user account does not have the necessary permission to access the C:\Windows\Installer system folder.
  • The current Windows user has not been granted the necessary folder permissions.
How to fix it

Intuit recommends more than one solution for this problem. The first solution may solve your problem, or you may need to try both of them to resolve the issue. For best results, perform the solutions in the order shown.  

Solution 1: Edit the folder permissions for C:\Windows\Installer to allow the System user to edit the folder:

  1. Edit Windows settings to make sure hidden and system files and folders are shown.
  2. Uncheck the selection to Hide protected operating systems and say yes to warning prompt.
  3. With your Windows folders displayed, go to the C:\Windows folder.
  4. Right-click the Installer folder and select Properties.
  5. Click the Security tab.
  6. In the Group or user  names list, select the SYSTEM user and click the Edit button.
  7. Put a checkbox in the Allow column for Full Control and click OK.
  8. Click OK again to save the settings and install QuickBooks.

Solution 2: Create a new Windows user and install with the new user:

Log in as the new Windows user and start the QuickBooks installation.
