When a user attempts to sync their license data via the Help menu, the option is grayed out and can not be selected.
This can be due to a damaged installation of the program or a damaged entitlementdatastore.ecml file.
Solution 1: Re-register important QuickBooks files.
Solution 2: Rename the EntitlementDataStore.ecml file.
