Shipping manager error: Unable to submit transaction to the UPS server

When trying to set up Shipping Manager in Point of Sale or QuickBooks Desktop, you see the following error:

Error: Unable to submit transaction to the UPS server. Please check the internet connection or contact your network administrator (XPost: General Error).
How to fix it

Intuit recommends the following 3 solutions for this problem. The first solution may solve your problem, or you may need to try all.

Solution 1: Reboot your computer and try again

Solution 2: Try running Point of Sale or QuickBooks as a Windows admin

  1. Right-click the Point of Sale or QuickBooks icon and choose Run as administrator.
  2. Click OK and try again.

Solution 3: Try a new Windows admin

  1. Click the Windows Start button, type User Accounts in search field, and press Enter.
  2. Click Manage another account.
  3. Click Create a new account and give it the name of Test. Choose Administrator for user type.
    Note: If you're having difficulty creating a new account, or would like to learn more about creating new Windows users, see Microsoft's article Create a user account.
  4. Reboot and login as the new Test user. Try again.
