Error: Failed to load the QDB.DLL converting from Quicken to QuickBooks

While converting a Quicken file to QuickBooks receive following error:
Failed to load the QDB.DLL. If you are running Quicken please exit Quicken and try again. Otherwise please restart Windows. If the problem persists, contact Intuit technical support.
How to fix it
  1. Check the Quicken file name for any special characters:
    1. Close QuickBooks.
    2. Close Quicken.
    3. Check the Quicken file name for Special Characters (&, -, #). 
    4. If a backup file, rename to companyname.qdf. (Remove the -backup found after the qdf extension).
    5. Rename the file without any spaces or special characters.
    6. Open the file in Quicken.
    7. Close the Quicken program.
    8. Try to convert the file with QuickBooks.
    9. From the QuickBooks File menu, select Utilities>Convert>From Quicken.
  2. Validate data:
    1. Return to Quicken and open the file that you are attempting to convert.
    2. Ensure that Quicken is at the latest release (Online menu > One Step Update).
    3. Perform a super validate on the Quicken file
      1. Press and hold Ctrl+Shift on the keyboard throughout this entire procedure
      2. From the Quicken File menu, choose File Operations, and then choose Validate
      3. Select the file to validate from the Validate Quicken File window
      4. A progress indicator appears, with the message Super validating file
      5. Ctrl+Shift can be released once the super validating begins
  3. Move file to local drive:
    1. Create a copy of the Quicken file (File > File Operations > Copy)
    2. Put the copy of the Quicken file on a local drive
    3. Ensure that QuickBooks is at the latest release
    4. Attempt to convert the copy of the Quicken file to QuickBooks again (File > Utilities > Convert > From Quicken...)
