This issue is caused by running the Norton Removal Tool to remove Norton products from the computer or a damaged Microsoft .NET framework. Running the Norton removal tool affects the QuickBooks registry keys and QuickBooks will not open until it is fully uninstalled and reinstalled.
Intuit recommends more than one solution for this problem. The first solution may solve your problem, or you may need to try them all to resolve the issue. For best results, perform the solutions in order shown.

Running the Reboot.bat file re-registers QuickBooks-related .DLL and .OCX files in Microsoft Windows.

By performing clean installation of QuickBooks Desktop , you are reinstalling QuickBooks on a brand new folder but in the same default location.
