Error code 175131: The License number for this store isn't in HQ Store Exchange file

When attempting to process in a store exchange at a remote store, you see the following error:

Error code 175131: The License Number for this store is not in HQ Store Exchange file, processing cancelled.
Why this is happening

The error folder contains an old exchange file that has another installation license number attached to it other than the one that is in company preferences.
