Bank account missing when importing online banking web connect file

After downloading the .QBO web connect file, you attempt to import it and the following message displays:

QuickBooks does not have an online account to handle these transactions. Please make a selection below.

No bank account displays in the drop-down beside Use an existing QuickBooks account.

If you attempt to create a new account with the same as an existing account, the message The name is already in use displays.
